Informal housing trends and the role of community participation inupgrading processes: a case study of Kampung Penas Tanggul,Jakarta.

This study uses qualitative research methods to investigate the trends in informal housing and the
significance of community involvement in the processes of upgrading, at both the macro and
micro levels. The case study focuses on Kampung Penas Tanggul in Jakarta. This study identifies
a variety of interconnected obstacles that Jakarta has faced over the years, including extensive
development initiatives, swift urban growth, economic volatility, and pervasive corruption.
These challenges have contributed to the proliferation of informal settlements and the deepening
of socioeconomic disparities. Furthermore, over the course of many decades, government
programs have undergone significant changes, shifting their emphasis from just addressing
physical aspects to recognizing the importance of both physical and non-physical variables in
enhancing informal settlements and facilitating sustainable urban growth. However, the
outcomes of these attempts have varied. The significance of community involvement and
resilience in overcoming the difficulties faced by informal settlements is shown by Penas village.
The success of Penas village is attributed to the implementation of bottom-up techniques and
active community engagement, which serves as a testament to the constraints associated with
conventional top-down governance approaches..
